Twenty-two years after the implementa- tion of the first full-scale upholstered fur- niture flammability requirement for pub- lic seating, California TB 133, the indus- try is about to change again. The California Bureau of Home Furnishings is in the process of changing its residen- tial furniture flammability requirement, CAL 117. The new standard will be called CAL TB 117-2013. The focus of the regulatory change is to require that upholstered furniture man- ufacturers use polyurethane foams that do not contain halogenated flame retar- dants. Concerns about toxicity and bio accumulation of halogenated flame retar- dants in the environment have led to the changes. The new CAL TB 117-2013 standard will use a cigarette as the igni- tion source, replacing the traditional small open flame source. The Consumer Product Safety Commission is also studying upholstered furni- ture fire safety. The CPSC is currently considering a national upholstered furni- ture flammability regulation that may require both a smol- dering (cigarette) ignition source and a small flame ignition source. Preferred Finishing currently sup- plies more fire barrier for CAL TB 133 applications than any other producer. The team of scientists at Preferred Finishing has been producing fire barrier interliners since 1991. In 2013, their research efforts lead to the development of Firewall K- 800. K-800 is the only barrier tested to meet both a smolder- ing ignition source and an open flame ignition source. K- 800 is rated by MBCD as "OK for use" in building "Cradle to Cradle" branded furniture. Firewall K-800 contains no items listed in California' s Proposition 65.
