Covington was one of many tribal peoples who worked in the 1950s and 1960s to bring an end to "termina- tion" – an ill-conceived federal policy designed to gain control of land and nat- ural resources from tribal ownership by terminating tribal status. Lucy worked with members of her own and other tribes to help preserve tribal sovereignty and self-determination for the Confederated Tribes of the Colville Reservation and Indian tribes across America. Covington's actions and success contributed toward reversing the United States government's effort to extinguish its responsibilities to American Indian tribes and helped shift fed- eral government policy from ter- mination to sovereignty for American Indians. Training the next generation of American Indian political leaders was embedded in Lucy Covington's work. She knew that the fight for tribal sover- eignty would never end – new laws would erode tribal sovereignty one-by- one. The Lucy Covington Center at EWU will be instrumental in shaping the next generation of tribal leaders who will, in the spirit of Lucy Covington, continue to protect and enhance the welfare of their tribes.
