A network divide has emerged in which students in underserved, rural and less affluent communities have fallen behind their counterparts in our suburbs and cities. This imbalance threatens to leave students without access in the dust as their digitally connected peers receive more hands-on technical experience to learn the skills needed to compete in the economy today. A lack of training in turn could further suppress these already- beleaguered economies struggling to cul- tivate and retain talented individuals. When Congress replaced the No Child Left Behind Act in 2015 with the Every Student Succeeds Act (ESSA), this network divide was front of mind. One of the core principles behind the legislation was the need to prepare students in need of extra sup- port for their lives beyond the K-12 years. ESSA gives more power to state and local school administrators to secure funding to support such initiatives.
